Many people confuse an urban planning certificate with a building permit.
In reality, these are different documents with different purposes.
The urban planning certificate for design establishes the conditions under which a construction project can be developed, including the legal, economic, technical, and architectural-urban planning requirements for the land and future building.
In simple terms, it tells you what you can design on the land and under what conditions.
Depending on the situation, the application for an urban planning certificate for design can be submitted electronically through SIA GEAP or on paper. The issuance period is up to 30 days.
What does it allow?
The certificate allows you to proceed with the preparation of the project documentation and establishes the requirements that must be followed during the design process.
But note: the urban planning certificate does not allow you to start construction.
A building permit is required to carry out construction works when required by law.
Urban planning certificate → establishes the conditions and allows the project to be developed.
Building permit → allows construction works to be carried out.
That is why, before starting construction, it is important to understand exactly which document you have obtained and what it allows you to do.
